According to the committee, the Luhu Central Town area, which was orginally an idle vacant land in the laid-back area of Longhua, has been renovated into a waterfront public cultural space with harmonious urban and natural landscapes. The project has achieved a seamless transition between the architectures and the landscapes through locating the facilties on an elevated waterfront platform, designating the stories and height of the buildings in accordance with the countours of surrounding mountains and visually connecting area with the Hekeng Reservoir on its south. The central town will be more like a waterfront park as a whole, whose landscapes may change in response to seasonal water level fluctuations. It can also serves as a newly-emerged, expanding urban public space which faciliate the trips to the reservoirs area from the neigubourhood communities.

Construction on the complex kicked off April 20 and is expected to finish by mid-2025.
